The debate around UK defence reform is often framed around structures, strategies and organisation charts. But as UDSS member Steve Prest argues in his latest Policy Brief article, the real challenge facing MOD procurement runs much deeper.

In The MOD’s perpetual procurement crisis and what should be done about it, Steve examines the systemic problems that continue to affect defence acquisition: chronic overcommitment, optimism bias, dysfunctional incentives, resource scarcity and the diffusion of accountability.

His central argument is clear: structural reform alone will not deliver the speed, capability or value the UK needs. Defence procurement must be shaped by empowered programme leaders, realistic resourcing, clear accountability and a culture that favours timely “good enough” delivery over procedurally perfect failure.
